Firstly, let's start on Clayistan, the homeland of all of our citizens. A resolution that us obviously aimed towards hurting Clayistan is passed.

The resolution was amended, now determining that the leaders of sandy clay responsible for the belligerence will be removed and tried for war crimes. Clayistan would be partially dissolved, and a Soil Rights Commission would be empowered to try leaders of belligerent soils for soil rights violations. The proposal passed 8-1.

This is unnecessarily bad towards Clayistan. This would destroy Clayistan's unity and economic ability, reducing the effectiveness of Clayistan's industries. This would mean a rapid decrease of brick manufacturing, which would inevitably hurt the entire compass.

The council than voted 7-0 to respect the sovereignty of the soil union head (brought by the delegate from gravel).

This, again, is aimed at Clayistan. The newly formed League of Soils is a much more effective and popular organization when compared to the Soil Union. This is just giving more power towards a corrupt, unfair organziation.

Now discussing if sandy clay should be punished for the war. The delegate from clay conditioned a condemnation of their actions on sandy clay being stripped of autonomy and governed by clay. Fierce debate between the delegate from sandy loam and the delegate from clay, and the resolution failed 2-5, with one delegate abstaining.

This is also very unfair. The Soil War led to millions of deaths, and this is all caused by Sandy Clay. Simply not punishing it is a destructive move. A debate isn't even required.

In conclusion, the council is an unfair and ineffective organization. Clayistan should further strengthen its autonomy and put more importance on the League of Soils.
